I have installed it as a domain admin however the licence manager will not
load. It just sits as an open process but will not show up the gui.

Sometimes, this happens when customer has complex domain structure and it is
hard for such a simple tool like GUI license manager to load users list.
For such cases, we recommend to use command line utility which will not try
to load anything from your domain, it will just accept list of users from
its command line:
